DIP-28, or PLCC-32 Packaged AT27C512 64K x8 CMOS EPROM IC, manufactured by Atmel. The EPROM is a non-erasable, or One Time Programmable, type without a window to allow UV erasure. EPROMs are programmed with the file you upload on the next page, maximum size is 64Kbytes (512Kbits). The file must be supplied in raw binary format, data in Intel Hex or similar formats should be converted before submission to ensure the correct data is written to the IC.
